The law, Bayanihan to
Heal as One Act, officially designated as Republic Act No. 11469 has these provisions:
1. ensuring that donation,
acceptance and distribution of health products for COVID-19 public health
emergency are not unnecessarily delayed; and
2. procuring of goods and
services for social amelioration measures, in the most expeditious manner
through exemptions from Republic Act No. 9184 or the "Government
Procurement Reform Act" and other relevant laws; among others.
Under such provisions, it is imperative that the acts of DSWD people must be active especially under this critical situation of ours.
Isn't it ridiculous that they will o interview people if they are poor and needy, eh? Why will the poor folks line up under the sun after waking up as early as 2 am to pick up their cash assistance to ease their hunger and thirst?
I think it is plain insanity to be callous to the needs of the folks at this time. We are not being helped at all although a lot of money is available which is now being stringently released.
As for those officials who committed suicidal acts of stealing from the people's coffers, here are the standards I suggest must be used to measure their crime:
1. Socially -- to steal from poor people is an act of Judas;
2. Morally - these people have destroyed the moral fiber of the people, rendering them inutile, gullible victims;
3. Politically -- they have destroyed the image of political officials as worthy of respect and dignity;
4. Ethically, they have brought down the image of political officials as morally upright, staining all those who are still holding power;
5. Economically, they have sabotaged our economy, using nefarious ways to earn a living, and worse stealing from the people's pockets;
6. These people are glorified criminals, hiding under the cloak of being political officers, while underneath are simply Bonnie and Clyde* figures who refuse to be civilized by the laws of the land and worst of worst, under a lockdown highly critical situation.
We must completely extirpate these persons and show to the public that they are worthless and complete dregs of society that should be exposed and tried in public. Let it be a living memory in our people's minds that we stood up against injustice and will never let this thing happen again.

Bonnie Elizabeth Parker (October 1, 1910 – May 23, 1934) and Clyde Chestnut Barrow (March 24, 1909 – May 23, 1934) were an American criminal couple who traveled the Central United States with their gang during the Great Depression, known for their bank robberies, although they preferred to rob small stores or rural gas stations. Their exploits captured the attention of the American press and its readership during what is occasionally referred to as the "public enemy era" between 1931 and 1934. They are believed to have murdered at least nine police officers and four civilians. They were killed in May 1934 during an ambush by police near Gibsland, Louisiana.
