BIO-DATA OF WILHELMINA S. OROZCO

MY APPEAL TO MY COMPATRIOTS WHO ARE SEEKING CHANGE,
BRIEF BIODATA OF WILHELMINA S. OROZCO, Product of the Non-Government Movement. And Senatorial Candidate

I, Wilhelmina S. Orozco, do here by declare my intention to run for Senator of the Republic of the Philippines this Election 2016 for the following reasons:

  1. I am educationally prepared to tackle the functions of a Senator. My educational achievements include:
a. College – AB Speech and Drama, UP, 1969
b. Graduate Course- MA in Communication, Ateneo de Manila University, 1991
c. Doctoral Course- PhD Educational Foundations, major in History and Philosophy of Education

  1. My government service years include the following:
a. Audio-Visual Specialist – National Manpower and Youth Council, 1974 to 76
b. Senior Management Specialist – Budget Commission, 1976 to 79
c. Video Project Director (Southern Philippines, A Blessing for Generations) – Philippine Population Commission, 1987

ANIMATION – Tubig ay Buhay – a one-minute video animation about the contradictory uses of water

  1. Community Volunteer Work:
a. Literacy Volunteer in Tondo, Manila covering Magsaysay Village, Aroma, Happyland, Smokey Mountain now called Paradise Heights, from 1984 to 2002

5. Drafted Legislations and Contributions to enhancing government work:
a. Declaration of March 8 as International Women's Day for national holiday celectration
passed by President Corazon C. Aquino during her term;
b. Suggested the creation of separate women's groups, one for government organizations, and the other for non-government organizations in order to address Philippine women's problems and situation;
c. Wrote about Children's Rights in Mr. and Ms. Magazine in the 90's.
d. Submitted an Anti-smoking policy in public places to government officials after my travel to LA in the United States, in 1989;
e. Submitted banning of illegal logging in Mindanao due to the extreme hot weather caused by lack of trees to Senator Aquilino Pimentel, Sr., in 1987, after which he drafted a bill totally banning logging in Mindanao;
f. Supported Reproductive Health Rights (2014) through Sen. Pia Cayetano's office by suggesting tactics to have it passed;

  2. Maintenance of Blog Site: Google Norge: thirdforce-prg.
(PRG stands for Philippine for Responsive Governance. This blog was born in 2008 due to the need to unite the members of the discussion group which met in Forbes Park, composed of alumni of De La Salle University, Ateneo de Manila University and Lahat Na)

This blog is aimed at giving a third perspective (as contrasted with left and right perspectives) on political, economic, social and cultural issues that have bearing on our national identity and dignity as a race, and also as members of the larger international community.


WHY THE NEED FOR A SENATORIAL SEAT:

The work of a senator are three-fold –

  1. conduct investigations relevant to misdeeds in governnance
Because of my writing and editing experiences, I could contribute to quick discussions of bills and laws that are significant in alleviating the problems of our people and thereby help in harvesting signicant achievements for the administration;

  1. determine budgetary limits of the government – my experiences in the Budget Commission are valuable in this work;
  2. drafting, finalizing and passing legislations
Because of my broad experiences, from political to cultural work, I could help in analyzing, synthesizing and drafting bills pertinent to one and all kinds of legislations that need the attention of the Senate especially as they affect the marginalized communities of our country;

The country needs intellectuals who can project into the future, while bearing knowledge of the past and aware of the present, in its governing bodies, and who know how to act with dispatch especially where the plight of the downtrodden is concerned.
