WORLD OF POLITICAL AND ETCETERA TRALALA

Friday, March 26, 2010
ADVERTISING IN THE WORLD OF POLITICS AND ETCETERA TRALALA
All provisions of the advertising ethics of the Adboard and the Philippine Advertisers National Association or PANA have gone haywire with the onset of the election periods for national and local positions. Candidates and their parties have commandeered national tv and radios to air their jingles and ads even if one is incorrect in its sentence structure. These are aired every five minutes, the same candidate being promoted ad nauseam

That looks incorrect grammar. "Hindi bawal mangarap" is pointing to a behavior, but the next sentence, "Basta't maaabot ito" refers to dream, a noun. There is no "connect."

Then the faces of children from a scavenging area are being used, abused to promote a candidate with questionable deals. The associations for children should complain and bring a suit against such a candidate who abuse them visually. How can a child say that he is the best candidate unless he or she has been paid to say so? Voting age is 18, not 6 or 7. It is unfair and unjust to include children in that irrational urge to use all means to land in the highest post of the land.

Then a shampoo ad of KC Concepcion is also aired every five minutes on tv as if women should ape her narcissistic love of her hair. It is not the hair of a woman that counts most but what is inside her head. That should be the emphasis. Yet the advertiser, Unilever chooses to hammer in women's hheads that to be popular and to be beautiful is to ape KC.

The solution to the above political ad is for Comelec to come out clean and unbiased -- penalizing the candidate and his party for obvious violation of the number of ads allowed him, and to remove the above ad for unlawful use of children.

Regarding the second, what we can do is to boycott the product and educate KC on Sharon, please take note. Stop your food binging ads and examine your child's ads.

This is the world of political and etcetera tralala -- where everything goes, and where money dictates everything.

ELECTIONS FOR WHOM?

Yesterday, on my way home, I saw the wife of a Comelec Commissioner (one of those who rejected the accreditation of the Democratic Party of the Philippines) campaigning nearby. When should the local officials start their campaigns? On the 26th yet there she was on the road already. If a relative of a high official could violate the election rules, how else would she work when placed in office?

Folks, I don't really know how far we should go into allowing other people to compromise their ideals but the public may not be squeaking but deep in their hearts, they know who are really sincere and those who are just there for the taking.

In politics, there are no ifs nor buts; but rather either/or. One is either for the people, or one is for one's pockets. There are no gray areas here. And it is sad because she is one of the more intelligent women whom we respect in the women's movement.

Yet, this 2010 election period seems to be a competition for the limelight -- the person most seen, most heard will get the plum votes. A friend said Villar will win -- he has the money to buy everyone. Are we going to believe this? Does this mean, there are many willing to sell their signatures, to tamper the votes for him, to tick his name as their candidate in the computer machine? Who really knows but those whose hands get greased?

I was imagining myself joining the fray to get the vote but then, I found it largely undignifying to tack my poster on any electric post, on any fence of a vacant lot, only to be vandalized later on by the other candidates. No, this does not seem to be the humanized way of campaigning. Sad to say, the manner of campaigning in our midst has largely stayed the same -- posters, streamers here and there.

Instead of making the printers happy and rich, why not just provide free meals or snacks -- lay out a long table at every barangay; have all the candidates take care of food from day 1 uo to May 10? Let all the tables be filled up with nutritious foods; give numbers to those who will partake of them so there would not be repeats; then teach the people to say prayers before meals and after, and then to thank the host candidates.

I say this because yesterday too I met two teams of young girls handing out brown letter envelopes, asking for alms. Usually those who do are boys. And I am wary and afraid that they would be a free-for-all of harassers and victimizers.

So, let us ask, May 2010 is elections for whom?

MULLING OVER LEADERSHIP

IT'S 61 DAYS TILL May 10, the day of Philippine Elections for both national and local leaders. Now what does it mean to lead?

Do all of the candidates know what that means?

Did they study that in school, or learned about it from training seminars and workshops?

Did they observe leaders, or read about their lives so that they would know the sacrifices that genuine leaders make for the good of society?

Are they continually reading up on leadership, which include administration of organizations, knowing how to inspire people to act, and how to be prudent in spending funds that are not theirs?

Have they talked to people and asked them what kind of leaders they really want on a day-to-day basis?

Do they know that issuing memoranda is not enough to extract obedience from people, but person-to-person knowledge is as important?

Have they traveled to other countries to know how other leaders there lead their countryfolks to prosperity, peace, development, and justice?

Are they aware that there are various approaches to making people participate, not just through words but through the arts as well?

So many questions to ask and so many questions to answer before becoming a leader. But they must be asked by our people for them to raise their standards for the kind of leader/s that they will vote come May 2010.

It is high time that the people raise these questions and more if only for us to be able to get our money's worth when paying taxes and strengthening our loyalty to the Filipino flag.

Unfortunately, those whom we had thought had the highest ideals for our country are now siding with the officials who are responsible for the dire conditions of our country. They used to be highly appreciated, both radical and military candidates, but now, they have sold their hearts and minds to people whose leadership are not solidly for the people. God save us should they win at all.

I saw an American guy selling herbal products at a worship house. The people had just gone through cleansing of souls provided by passionate bishops and good pastors. However, he was wearing a black shirt with words written all over: Crazy, hard on, and all other evil words, as if to tell the people there: "Hey you may be clean, but I am dirty you know. I am a man and no one can dictate to me how to dress up." This guy was apparently disrespectful of the place, and he should have not been allowed to enter at all. God save us from such kinds of people from now on.

One thing I have to say about leaders -- they should not make us feel anxious, or should not put us under stressful conditions, like withholding information, not giving nurturing words, not deciding right away on matters that border on life and death, act and not remain passive in the face of crucial issues. In other words, I would like leaders to be mindful of the people's welfare all the time. Is that too much to ask?

In observance of the Lenten season, I would like to sit in a quiet corner everyday and pray that every and each day from now on shall result in a peaceful transition of powers.

To all Global Filipinos:

DUALS COULD ELUDE TERRORISTS

Comfort Zone

In an age of global security anxiety, Filipinos could find comfort in a world buffeted by terrorist activities. Dual citizens, in particular, could have the best of three worlds: the Motherland, the host country and a virtual world that combines the best elements of the first two.

Duals recall that terrorists were searching for US and UK passport holders during the Mumbai massacre. It is advantageous to have the convenience of ease of country entry afforded to holders of passports of first world countries. Presenting oneself abroad as a Filipino citizen could provide a veneer of protection from the probing, targeting eyes of Jihad fanatics.

Potency to Effect Change

Beyond security and importantly, dual citizenship provides the individual with the potent vehicle for effecting governance changes. Filipino expatriates gain self-esteem and sense of value in the global marketplace. In the process, they internalize hope and power in the real world.

Identity and Policies

Who are duals? In the US , duals include those who are (1) dual citizens by birth (born in the Philippines of American and/or Filipino parent/s or born in the US of Filipino parent/s), and (2) duals under R.A. No. 9225 (citizens of foreign countries who regain Philippine citizenship).

What are the applicable policies of the US and Philippine governments? The US government recognizes that dual nationality exists and so indicates in US passports. One has to explicitly denounce US citizenship to lose it. There are forms for this purpose. Philippine R.A. No. 9225 explicitly authorizes dual citizenship.

Distinctive Advantages

What, then, are the explicit advantages of dual citizenship? These include:

· suffrage/voting rights in both countries;

· the security and flexibility of two passports;

· right to invest in land and in any business reserved for Filipinos only;

· right to practice licensed profession in the Philippines ;

· retire or extend stay without immigration worries;

· continue to receive Veterans and Social Security benefits in both countries; and

· no double taxation – no Philippine tax on income earned abroad.

Elevated Motives

What motives would suffrage serve? Duals could elect public officials on the basis of issues,qualifications, programs and personal integrity. They could continue to promote more proportionate representation for Filipino expatriates in the Legislature. These motives are consistent with the vision of empowering Filipinos in the mainstream activities of the Motherland and the global marketplace, including their host countries, e.g., USA, Canada, Australasia and many European countries.

The current Philippine political crisis makes the immediate purpose very timely and relevant.

Only Filipinos Can Engage in Local Political Activities and Fund Raising

To be actively involved in the political process of the Philippines , Filipinos who have become citizens of other countries should first regain their Philippine citizenship. If they fail to do that, they would be in direct violation with Sections 81, of the Omnibus Election Code (BP No. 881):

“Sec. 81. Intervention of foreigners. - It shall be unlawful for any foreigner, whether judicial or natural person, to aid any candidate or political party, directly or indirectly, or take part in or influence in any manner any election, or to contribute or make any expenditure in connection with any election campaign or partisan political activity.”

“Sec. 95. Prohibited contributions. - No contribution for purposes of partisan political activity shall be made directly or indirectly by any of the following:

x x x x x x x x x x x x x

(h) Foreigners and foreign corporations. - It shall be unlawful for any person to solicit or receive any contribution from any of the persons or entities enumerated herein [including foreigners and foreign corporations].

Sec. 96. Soliciting or receiving contributions from foreign sources. - It shall be unlawful for any person, including a political party or public or private entity to solicit or receive, directly or indirectly, any aid or contribution of whatever form or nature from any foreign national, government or entity for the purposes of influencing the results of the election.”

Sec. 262. XXX election offenses. - Violation of the provisions, or pertinent portions, of the following sections of this Code shall constitute election offenses: Sections xxx 81, xxx, 95, 96, xxx.

Sec. 263. Persons criminally liable. - The principals, accomplices, and accessories, as defined in the Revised Penal Code, shall be criminally liable for election offenses…the one responsible be a political party or an entity, its president or head, the officials and employees of the same, performing duties connected with the offense committed and its members who may be principals, accomplices, or accessories shall be liable, in addition to the liability of such party or entity.

Sec. 264. Penalties. - Any person found guilty of any election offense under this Code shall be punished with imprisonment…If he is a foreigner, he shall be sentenced to deportation which shall be enforced after the prison term has been served…”

THOUGHT TO CONSIDER

Chuck Colson wrote in an article that it might be impossible to
teach ethics in Harvard’s Business School because Harvard had
abandoned a belief system based on a foundational understanding of right and wrong. Soon after the school invited Colson to expand his views as part of their Distinguished Le...cturer series. On April 4, 1991, in a lecture hall filled to capacity, Colson delivered the speech, a compelling case that to do what is right, people need not only the intellect, but also the will---which can be transformed only through Jesus Christ. Colson also argued that a society without a foundation of moral absolutes cannot long survive.

- FROM NERIO CLOMA, email

RESPONSE from WS Orozco

Right now, there is a dilemma in governance. On one hand the people are spiritually inclined; on the other the government is purely anti-religious, meaning does not include religious values in its conduct of activities. Instead, religious values are imparted through informal structures -- masses inside government offices conducted by informal sectors.

A need exists to include spiritual values in governance without invoking any specific religion; otherwise, the issues of corruptiona and other negative aspects in political life will persist.

To some people spiritual values are hogwash; to many they serve as mirror to our lives. Are we fulfilling our value systems as we work, as we lead, as we serve?

Many spiritual value-laden beliefs originated in the East and are now persisting in the West. Maybe the resiliency of Asians to global economic recessions can be attributed to our own spiritual values -- we can ride over our problems, not losing our cool, while our neighbors are reeling in crises. We know that our existence does not rest on material wealth alone. Or as the Bible says "No one lives on bread alone." Perhaps there is great need to Asianize the world.

FEEDBACK FROM JM

PJRM - JMCN - SGN Sat, Mar 6, 2010 at 12:15 AM

hi EMMA,

Ano Ang Ibig Sabihin Ng Mga Karapatan Para Sa Kapantayan Ng Kababaihan Sa Ilalim Ng Simbahan?

a. Phoebe, isang deaconessa;
b. Priscilla, magaling na guro ng Biblia;
d. Persis, na taga Persia at tinagurian niyang masipag magtrabaho
e. Junia (Rom. 16:1-4, 7, 12) na nanilbihan bilang apostol;
f. Chloe, na namuno ng simbahan (1 Cor. 1:11);
g. Euodia at Syntyche (Phil 4; 1-3); at

2. Baguhin ang inyong mga wika. Baguhin ang mga katagang “my men” o “my guys” at alalahanin na kung kailangan ng lipunan ng “fathering” o pagkalinga ng ama, mayroon ding “mothering” o pagkalinga ng ina.

Hinango sa panulat ni J. Lee Grady,”Breaking Up the Good Old Boys’ Club” sa Ministry, Marso/Abril 2009. ON CYBER ATTACKS AND THE PRESIDENTIAL RACE

The difficulty of having a blog is keeping it up to date. But so long as we have this admin we can’t have a 100 % assurance of cyber-attack free emails or blogs. For example, just now, I can’t even open my Facebook account, nor go back to the inbox of my miravera2010 account. It takes so long, truly ages, to have the latter open again. And while in the middle of my miravera2010 readings, and then I wanted to open my Facebook email so I can get the security code for password, that is nowhere to be found. Somebody had been able to open my inbox ahead of me.

Cyberattacks are very real in this part of the globe. It is conducted by you-know-who and it is a great wonder how we have been able to have this kind of anti-intellectualisms in our midst. Cyberattacks are nothing more than tools to conquer the minds of victims, to make them shut up, to stop their freedom to express themselves, and to prevent communication with other people, whether here or outside the country.

In this regard, I do think that the international community must rise up in protest and have an international calling number for us to inform them that this is happening and for them to put sanctions wherever to stop such acts altogether.

An alert nation may be there, but a better situation is having alert neighbors fighting for us in this very basic problem of freedom of expression.

ON THE PRESIDENTIAL RACE

67 days before May 10. What have we learned so far from our political exercises? Every presidential candidate is hoping to win, that their campaign staff is united as ever to make them win, that Erap is drawing roves in his sorties, that Noynoy and Villar up there in the ratings, that Jesus is Lord movement leader Bro. Eddie Villanueva is gathering his forces quietly and boasts of 20million members; that Nicky Perlas is not letting up in his campaign; that Dick Gordon has been offered to retreat in exchange for some deals; that Jamby Madrigal may not be in the ratings game but still moves about. Gibo is beset by rumours that his VP, Edu Manzano is abandoning the ship.

One thing that is very obvious in this presidential campaign is that the candidates are going to where the masses are. They know that the latter will not settle for a virtual image, or to see them only on screen on tv but would like to view them up close and personal. We are still in that era of the “touching public” so much like their touching the Sto. Nino or the Black Nazarene statues.

Does this augur well for us in terms of political education? Not much really because some people could be used to being seen around and could pose a plastic front which the public might not be able to grasp right away.

Secondly, going around means the candidates have to have a retinue of supporters which then could exacerbate the funds in terms of transportation, lodging, meals, and honoraria apart the tarpaulins, the posters and whatever other paraphernalia would be given away.

This means that the pegged cost per voter is not realistic at all, nor is it being followed. How could presidential candidates say that they are only spending P5 or P10 per voter when the campaign is on full gear until May 10.

My only wish is that the candidates would simplify their campaigns and spend the rest of the money to feed our people, those who are having a hard time making both ends meet, especially in terms of getting three square meals a day. There is just too much money going on for t shirts, caps, chalecos, and tv and radio ads that go on every hour.

I do think that the Comelec must put its foot down and limit the tv and radio ad spendings to 5 minutes per day or 30 seconds per hour for ten hours a day. In this way, the candidate would be seen only once within the hour, and not every 15 minutes. I think the handling of political ads should have a discipline. We cannot always follow that laissez-faire policy and say that we should not curtail freedom of expression on broadcast. The limit is supposed to give the viewing public a breather from highly repetitive contents that are just plain ego-boosting for the candidates and would not benefit the public in a large measure save to remember the candidate. It would be a lot better if the candidates would issue educational political books, or films themselves that they could give away to groups for viewing.. In this way, such would be worthwhile keeping and would be useful even beyond 2010. In other words, let us limit political propaganda and settle for educational materials that can bring about a better informed, and educated citizenry instead of their being held captive by ephemeral political material

ON THE PHILIPPINE WOMEN'S MOVEMENT

Why is the women's movement very quiet on the May 10 elections? How come they are not putting up standards for electing officials, whether nationally or locally? Are there forces stopping the leaders from encouraging their members to be more active, to be more vocal? (Kindly inform me if any group has come up with any statement about this.) In the past elections, we always put up agenda that the candidates had had to promise to work on once they get elected and this has helped a lot in pushing forward our movement.

The women's movement has to be sustained through election and non-election periods. At this time, when we shall be choosing new leaders, it becomes more imperative for us to be heard, that we are in the know, that people know that we are into the political picture, that our voices and our votes are important as ever.

A ten-point agenda, short but concise would be a good way to inform the people that these are what we want from the candidates. We don't want just female faces gracing the various positions, we want active women - speaking out against human rights violations, investigating them and giving judgment that would give justice to the victims. We want women to stand up in the halls of Congress, whether House of Reps or the Senate and speaking out intelligently, critically and courageously. It is not enough for them to be sitting in powerful positions, but rather coming out as equal powers to all -- taking charge of what it takes to lead our country to that state of equality, development, peace and justice.

ELECTION MEANDERINGS

As the election fever has caught on everyone's head, I am sure that all these would become some kind of beautiful memory or a nightmare depending on whether one's bet or the individual him/herself has won or lost at the polls. Before, I used to think that politics is dirty and that I would never meddle in it. And so since 1983, that was the year Ninoy was assassinated, I have been in the fringes, writing propaganda, or maintaining columns that comment here and there about political goings-on. Never did I have any inkling that I would enter politics head-on, and file my candidacy in the Senate itself.

But through the years, I have been honed in critical thinking, because of my writings, my interactions with fellow writers, (especially through emails which have very contentious parties throwing brickbats and swiping at each other's remarks every now and then) and especially people who have had a stint in government.

I was once a government employee during Marcos' time, as senior management specialist and I felt so cramped, not being able to exercise my creative skills, so much so that I organized a play production, "Ganito kami noon, paano kayo ngayon," starred in by Budget Commission employees themselves. Because of that,I was told to transfer to the cultural sector and so I did -- making independent films as early as the late 70's.

However after 1983, things changed and here I am continually rapping, knocking down doors to raise issues and suggest solutions to socio-political problems. What makes the exercise beautiful is that in this "industry" we see society moving -- from smoking to a non-smoking conscious atmosphere; from a child-battering no-care to vigilant attitude ready to report the next door neighbor at every instance of offense; from wife-battering to wife-protecting situations whereby even the police and barangay knowing that such are no longer private but social problems that should be dealt with by the law.

But being in the fringes is not enough. We must enter the formal structures -- where the best conditions are afforded to extract the best ideas from ourselves so that we may serve our constituents more probably.

"To those to whom much is given, much is required," it says in the Bible.
I wonder is this is being observed now, considering that the simple act of
having a policeman in every corner, especially at night is a thoroughly big problem, especially when we want to report an erring driver whose idea of driving is so much like being in the racetrack of Sta. Ana.

Nonetheless, read more about us as we coast along or meander through the Pan Philippine Highway of Politics, Folks.
